Licensing and Regulation of Health Care Facilities

Illinois Professional Licensing Consultants, Ltd. is an aggressive group of attorneys, former board members and private investigators who have previously worked for or with the Illinois Department of Professional Regulation (now known as the Illinois Department of Financial and Professional Regulation or IDFPR), the Illinois Department of Public Health, the Illinois Department of Public Aid and/or the Illinois Attorney General’s office. Our primary goal is to use the knowledge and experience we gained from working for the State of Illinois to provide licensed health care facilities with comprehensive legal representation and outstanding investigative services in all areas of health law.

Because of our group’s past affiliation with the above-mentioned Illinois Departments, our clients stand to benefit from:

  • the extensive legal experience of our unique group,
  • our familiarity with the internal operations of these Illinois Departments, and
  • our unsurpassed knowledge of the investigative process, Illinois statutes and administrative law hearing procedures.

A Unique Team of Professionals to Represent You

Illinois Professional Licensing Consultants, Ltd. is headed by CEO Michael Favia, J.D., a prominent attorney who has held numerous governmental positions, including that of Chief of Prosecutions for the Illinois Department of Professional Regulation. During his eight years with IDPR, he directed statewide enforcement of all the professional licensing statutes, including the Medical Practice Act. As Chief of Prosecutions, he supervised attorneys, investigators and support personnel at IDPR in the statewide regulation of approximately 30 licensed professions. As a private attorney, he has over two decades of legal experience in dealing with the Illinois Department of Public Health, the Illinois Department of Public Aid. and in providing legal representation for health care facilities.

Our litigation team includes as co-counsel the health care law firm of Goldberg & Frankenstein, whose attorneys have extensive legal experience in representing health care facilities, as well as professional societies and organizations.

Rounding out our team of competent professionals is a group of sophisticated private investigators, some of whom have previously worked at the IDPR. Their intimate knowledge of IDFPR’s modus operandi – and their broad backgrounds in health care investigations – is an immeasurably important resource for our clients.
