Illinois Professional Licensing Consultants, Ltd. is headed
by CEO Michael Favia, J.D., a prominent attorney who has
held numerous governmental positions, including that of
Chief of Prosecutions for the Illinois Department
of Professional Regulation. During
his eight years with IDPR, he directed statewide enforcement
of all the professional licensing statutes, including the
Medical Practice Act. As Chief of Prosecutions, he supervised
attorneys, investigators and support personnel at IDPR in
the statewide regulation of approximately 30 licensed professions.
As a private attorney, he has over two decades of legal
experience in dealing with the Illinois Department of Public
Health, the Illinois Department of Public Aid. and in providing
legal representation for health care facilities.
Our litigation team includes as co-counsel the health care
law firm of Goldberg & Frankenstein, whose attorneys
have extensive legal experience in representing health care
facilities, as well as professional societies and organizations.
Rounding out our team of competent professionals is a group
of sophisticated private investigators, some of whom have
previously worked at the IDPR. Their intimate knowledge
of IDFPR’s modus operandi - and their broad backgrounds
in health care investigations - is an immeasurably important
