Illinois Professional Licensing Consultants, Ltd. is an
aggressive group of attorneys, former board members
and private investigators who have previously worked for
or with the Illinois Department of Professional Regulation
(now known as the Illinois Department of Financial and Professional
Regulation or IDFPR), the Illinois Department of
Public Health, the Illinois Department of Public Aid and/or
the Illinois Attorney General’s office. Our
primary goal is to use the knowledge and experience we gained
from working for the State of Illinois to provide physicians
and health care providers with comprehensive legal representation
and expert investigative services in all areas of health
law, business law and civil litigation stemming from their
profession.
We offer our clients THREE unique advantages:
- 20+ years of practicing health law
- Unsurpassed knowledge of Illinois statutes, administrative
law hearing rules and procedures, as well as the departmental
investigative process
- Familiarity with the internal operations of these Illinois
Departments.
A Unique Team of Professionals
Illinois Professional Licensing Consultants, Ltd. is headed
by CEO Michael Favia, J.D., a prominent attorney who has
held numerous governmental positions, including that of
Chief of Prosecutions for the Illinois Department
of Professional Regulation. During
his eight years with IDPR, he directed statewide enforcement
of all the professional licensing statutes. As Chief of
Prosecutions, he supervised attorneys, investigators and
support personnel at IDPR. As a private attorney, he has
over two decades of experience in providing legal representation
for health care providers and health care facilities.
Our litigation team includes as co-counsel the health care
law firm of Goldberg & Frankenstein, whose attorneys
have extensive legal experience in representing health care
professionals in disciplinary and administrative hearings
with health care facilities, as well as with professional
societies and organizations.
Rounding out our team of competent professionals is a group
of shrewd private investigators, some of whom have previously
worked at the IDPR. Their intimate knowledge of
IDFPR’s modus operandi - and their broad backgrounds
in health care investigations - is an immeasurably important
resource for our clients.
Hospital Privilege Matters, HMOs, PPOs, Professional Organizations and Societies
Our outstanding lawyers and keen investigators
are highly skilled in due process investigations and hearings.
We concentrate upon helping health care professionals who
need legal representation in litigation issues, as well
as business matters. Our group is experienced in litigation
involving alleged violations of medical staff or hospital
by-laws and those of professional organizations and societies.
We also represent health care providers whose hospital privileges
or participation in HMOs or PPOs is being challenged.
National Practitioner Data Bank
Our group understands how vitally important it is for health care
professionals not to have adverse information reported to the National
Practitioner Data Bank. We have had abundant experience in negotiating
consent settlements that prevent this from happening. We stand behind
our clients 100%. You can have complete confidence that we will examine
every possible way to protect your reputation and privileges.
In addition to issues involving the IDFPR, our group also represents
health care providers before the Illinois Department of Public Aid.
Whether you need preparation to appear for a peer review, representation
before the Medical Quality Review Committee of IDPA or defense at an
administrative hearing regarding your participation in the Medical
Assistance Program, we will stand by you. We also represent physicians
and health care providers who are under criminal investigation for
alleged Medicaid fraud.
Medical/Legal Consultations and Negotiations
Frequently our attorneys engage in conflict resolution among
physician groups, negotiate employment agreements and counsel health
care providers on a variety of business matters ranging from the
legality of advertising to establishing a new medical office. In
fact, prior to practicing law, Michael Favia was an insurance adjuster
for State Farm Insurance Company, where he learned valuable skills as
a negotiator and claim handler. He continues to be highly respected in
the law community for his perceptive and insightful insurance law and
conflict resolution strategies.
Our highly reputable attorneys are dedicated to serving licensed
health care providers with all their litigation needs, including:
- insurance claims
- conflict resolution
- wrongful discharge issues
- medical staff disciplinary proceedings
- summary suspensions
- business law
- real estate law
- premises liability suits
- contract dispute litigation
- enforcement or defense of restrictive covenants
